The Westland District Building Consent Authority controls Council’s functions under the Building Act and relates to building work such as new structures, service connections, fireplaces, and marquees.
Building consents and additional documentation are to be submitted through our online Building Consent Portal called Objective Build.
PIM/Building Consent general information— for applicant’s information and use only.
Please see the links under ‘Building consent documentation’ for information relating to your application – relevant forms should be downloaded, completed, and attached your online application. Feel free to contact us if you need assistance.
If you are submitting an application on behalf of a company/trust/other entity (the applicant), you are declaring that you are duly authorised to sign on behalf of the applicant to make such an application.
Also, by submitting an application you are accepting responsibility to pay all actual and reasonable costs incurred by the Westland District Council. Where an invoiced amount has not been paid by the invoice due date the Council may commence debt recovery action. The Council reserves the right to charge interest, payable from the date the debt became due, and recover costs incurred in pursuing recovery of the debt.
From May 8th 2023 Westland District Council will processes all building consents online via an electronic system called Objective Build.
Objective Build is a new service designed to create consistency, transparency, and quality in building applications.
Objective Build has lots of new features including updated status tracking, organisation management, templated applications and more. You can watch the Tutorials here:

This new system has been built after interviews with over a hundred builders, architects, designers, and industry professionals across New Zealand to ensure it meets their needs. It improves the ability to reuse information across applications, clearly see the status of an application, action required updates, and manage a consent throughout the lifecycle.
The online platform is the first release of Objective Build, which aims to create a complete consenting system for New Zealand. The platform will connect seamlessly to backend council systems, allowing New Zealand to work across a single platform. Building and Construction industry professionals will have one account to handle all applications, instead of the multiple accounts they currently have.
To minimise any disruptions to you, Objective are migrating all active consents (CCC not yet issued) into the new system. Once this has been completed, you will receive an email asking you to register for Objective Build. Please ensure you use the same email as you do for AlphaOne when you first set up Objective Build.
Your applications will be available in Objective Build from 8th May 2023.
For any consents processed through Objective Build, you can now download the documents from our website.
Fees and charges can be found in our fees and charges under Building Consents.
