Strengthening Transparency, Governance and Respectful Engagement

The Westland District Council Risk and Assurance Committee has reviewed a suite of new and updated policies aimed at strengthening transparency, accountability, respectful community engagement and good governance across the organisation.

Independent Chair David Ward said the policies form an important part of Council's ongoing work to ensure clear expectations for staff, elected members and the public, while supporting public confidence in Council decision-making.

"Effective policies provide clarity, consistency and accountability. They help staff make sound decisions, support good governance and ensure the community can have confidence in how Council operates," Mr Ward said.

The committee reviewed a new framework establishing a consistent approach for developing, reviewing and managing Council's policies, bylaws and procedures. The framework will help ensure Council's governance documents remain current, fit for purpose and aligned with legislative requirements.

The committee also reviewed an updated Proactive Release Policy that builds on Council's commitment to transparency. If adopted by Council, the policy will support the publication of information that may be of public interest, including responses to official information requests where appropriate.

Council is a steward of ratepayer funds and takes that responsibility seriously. The committee endorsed an updated Sensitive Expenditure Policy, which provides guidance and controls around expenditure that could be perceived as providing a private benefit to staff or elected members. A key principle of the policy is that spending must be moderate, conservative and able to withstand public scrutiny. The committee acknowledged the current economic environment and the importance of prudent financial management.

The committee also reviewed two new policies, one focused on supporting respectful interactions between the public, elected members and staff, and the other clarifying the respective roles of elected members, iwi representatives and staff.

The Customer and Community Conduct and Communications Policy provides guidance and mechanisms for managing unreasonable behaviour, harassment, threats and abusive communications directed towards staff and elected members. The committee acknowledged that while Council remains committed to being accessible and listening to community concerns, it also has a responsibility to provide a safe and healthy workplace for its staff.

The Elected Member, Iwi Representative and Staff Interaction Policy outlines the professional boundaries between governance and operations. It reinforces the Elected Members' Code of Conduct and helps ensure everyone understands the distinct but complementary roles played by elected members, iwi representatives and staff in delivering for the community.

Mr Ward said the policies collectively represent an important investment in organisational integrity and public trust.

"Whether it's making more information publicly available, managing public funds responsibly, supporting respectful engagement or ensuring clear governance arrangements, these policies are all about strengthening confidence in local government and how Council serves the community."

All the policies reviewed by the committee will be recommended to Council for deliberation and adoption.
